The epidemic of chronic homelessness in America is connected to the deinstitutionalisation of the severely mentally ill from state psychiatric hospitals in the 1960’s and 1970’s. Many policies intended to improve the lives of those living with mental illness, in practice left them in a vicious cycle of homelessness and incarceration.
